In terms of liberalization through the most-favored-nation tax regime and preferential trade agreements, the tariff rates have dropped significantly. To protect domestic production, countries use new tools including non-tariff barriers. Since 2011, the number of non-tariff barriers have increased rapidly and they are widely used by many countries, especially developed countries. This paper presents an overview on the non-tariff barrier and the development trend of non-tariff barrier. This paper is expected to help Vietnamese enterprises better understand the non-tariff barrier and have strategic orientations as well as effective measures to overcome non-tariff barriers.
