Enhancing the supply chain participation capabilities of supporting industry enterprises in Ho Chi Minh City: A state management perspective

Developing supporting industries in Ho Chi Minh City requires enterprises to strengthen their capabilities and establish stable supply relationships. This study applies qualitative analysis of secondary data and reviews relevant studies to examine enterprise capabilities and support measures. The analytical framework comprises five dimensions: production and technology; quality management; human resources and organizational learning; digital and green production; and market linkages. The findings show that enterprises still face resource constraints and weak linkages with lead firms despite existing local support measures. However, available data are insufficient to determine capability gaps and assess the effectiveness of support. The study proposes assessing enterprises against buyer requirements, supporting technological upgrading, providing needs-based training, verifying supplier information, and evaluating support through supply chain participation outcomes The study contributes an analytical framework that links enterprise constraints with management and support measures and measurable outcomes rather than relying solely on the number of support activities.
