Business activities involving existing housing and construction works by investors in the current real estate market and practical lessons

Abstract
Within the real estate market, business activities involving existing housing and construction works account for a substantial proportion of transactions and play a pivotal role in meeting the practical needs of individuals and enterprises. The enactment of the 2023 Law on Real Estate Business and Decree No. 96/2024/ND-CP detailing several provisions of the Law has established an important legal framework for this segment. This study analyzes the theoretical characteristics and current legal provisions governing investors’ business activities involving existing housing, assesses the implementation of these regulations in practice, and proposes several practical lessons and solutions to improve the efficiency of the real estate market in the current period.
