Abstract
Foreign direct investment (FDI) plays a vital role in the economic development of countries around the world. It serves as an external source of capital, technology, managerial expertise, and business capacity while enabling countries to participate in global supply chains, thereby promoting economic growth and international integration. The COVID-19 pandemic triggered a global economic downturn over the past two years and caused significant fluctuations in worldwide FDI flows. Nevertheless, despite the overall decline in global FDI, several countries and territories continued to attract increasing investment inflows. Vietnam also experienced a temporary decline in FDI due to the pandemic but showed encouraging signs of recovery. Assessing the fluctuations of FDI flows globally and in Vietnam under the impact of the COVID-19 pandemic is essential for drawing lessons and formulating effective strategies to attract foreign direct investment in the coming period.
