Promoting the role of information and communication technology (ICT) enterprises in developing the digital economy of Thanh Hoa province

This study analyzes the role of information and communication technology (ICT) enterprises in promoting the digital economy in Thanh Hoa province, highlighting their contributions, existing limitations, and potential development solutions. The findings indicate that ICT enterprises serve as a core driver in providing digital infrastructure, services, and technological solutions that support digital transformation across sectors. However, the sector continues to face constraints related to limited enterprise scale, shortages of qualified human resources, and insufficient innovation capacity. Based on these insights, the study proposes several policy orientations aimed at strengthening the regulatory environment, enhancing financial and technical support, developing high-quality human resources, and fostering public–private partnerships to accelerate the growth of the ICT sector and advance the provincial digital economy.
