Deploying a multi-level insurance system to ensure sustainable social security in Vietnam

This study examines the implementation of a multi-layered social insurance system in Vietnam as a strategic approach to achieving sustainable social security for workers and vulnerable groups. The system is structured across multiple tiers, including compulsory, voluntary, and supplementary insurance, designed to offer greater flexibility and ensure inclusive coverage across different social strata. By analyzing the current framework, the study highlights key challenges in policy design, coverage expansion, and operational efficiency. It also proposes practical solutions to enhance the effectiveness and sustainability of the multi-layered social insurance system in the context of Vietnam’s socio-economic development.
