The private sector has been officially recognized as a key component of Vietnam’s economy since the 6th National Party Congress in 1986, with its role further reinforced through subsequent Party resolutions. Notably, Resolution No. 10-NQ/TW (June 3, 2017) identified the private economy as a crucial driver of the socialist-oriented market economy, followed by the Government’s Action Program under Resolution No. 45/NQ-CP (March 31, 2023) to continue its implementation. In recent years, the private sector has demonstrated continuous growth and increasing contributions to national innovation and socio-economic development. In light of Vietnam’s new development phase, there is a pressing need for an objective reassessment of the private sector’s role and strategic support to enable it to become the primary engine of economic growth. This study analyzes the current status and competitiveness of the private economy and proposes key policy solutions to foster its development and long-term dynamism.
