Carbon Border Adjustment Mechanism (CBAM): International experiences and policy implications for Vietnam

Abstract
Climate change presents an unprecedented challenge to humanity, prompting nations to
implement robust measures to mitigate greenhouse gas (GHG) emissions. As part of its
European Green Deal, the European Union (EU) introduced the Carbon Border Adjustment
Mechanism (CBAM) to achieve carbon neutrality by 2050. CBAM is poised to reshape global
trade dynamics, with significant implications for developing nations like Vietnam. This study
examines CBAM through an interdisciplinary legal lens, comparing it with carbon pricing
policies in the United States, Canada, and China. The analysis offers targeted policy
recommendations to help Vietnam adapt to CBAM, bolster its trade resilience, and enhance its
competitiveness in the global market.
