The current organization and management status of the OCOP program: A case study in Bac Yen district, Son La province

This study assessed the current organization and management of the One Commune One Product (OCOP) program in Bac Me district, Son La province. All Bac Me district’s communes have officers in charge of this program, but the majority are part-time officers who are responsible for the agriculture, forestry, and fishery sectors. Potential participants for this program include companies, cooperatives, cooperative groups, and individual business households, with 462 individual business households mainly in Bac Yen town. Program management and coordination capacity in communes is mainly at normal and weak levels, especially in Hua Nhan commune, which has many difficulties. Coordination between relevant parties is at a good and normal level, but there are difficulties in some localities, such as Hua Nhan commune. The support policy and budget for the program are quite good and timely, but the budget is unevenly distributed, causing a financial shortage in some localities.
