Mobilizing Capital from the Community for Developing Road Infrastructure in Nghe An Province

Abstract
The road infrastructure of Nghe An province is invested in by both state budget and non-state funds. Non-state funds are mobilized from the community to alleviate the burden on the state budget. This study evaluated the achieved results of Nghe An province in employing policy mechanisms to mobilize investment capital from the community and implementing the “State and people work together” program in developing the province’s road infrastructure. Based on the study’s findings, some practical solutions were proposed to mobilize more non-state funds in the future.
