Abstract
This study examines solutions to enhance human resource quality to meet the stringent requirements of the new FDI generation in the context of global supply chain restructuring. Based on the current situation during the 2020-2025 period, the study highlights a significant gap between existing labor capacity and the demand for digital and green skills from high-tech investors. The findings emphasize the importance of the "three-party" model and parallel training. The study proposes a strategic roadmap to help Vietnam strengthen its competitive position and gradually participate in high value-added stages of the global value chain.
