International experiences in developing supplementary health insurance: Lessons and policy implications for Vietnam

Abstract

This study explores international experiences in the development of supplementary health insurance and draws lessons for Vietnam in implementing this model. Supplementary health insurance serves as a vital mechanism to enhance the quality of healthcare services while alleviating the financial burden on individuals for medical expenses not covered by basic health insurance. Through comparative analysis, the study identifies key factors essential for establishing an effective supplementary health insurance system in Vietnam, including policy design, regulatory frameworks, financial mechanisms, and public awareness. The findings offer practical insights to support the development of a sustainable and inclusive supplementary health insurance model tailored to Vietnam’s healthcare context.
