Abstract
In the context of digital transformation emerging as a key driver of economic growth, the development of an effective support ecosystem for industrial enterprises has become critical to enhancing Vietnam’s competitiveness. This article examines the digital transformation support ecosystem for industrial enterprises from a policy perspective, drawing on policy analysis, document review, and content analysis of relevant regulatory frameworks. Building on theories of digital and innovation ecosystems, the study proposes an analytical framework comprising five core pillars: institutions and policies, digital infrastructure, finance and credit, digital human resources, and intermediary organizations. The findings indicate that, while a digital transformation support ecosystem has taken shape in Vietnam, it remains constrained by limited policy coherence and weak coordination across stakeholders.
