Building and operating an innovation cluster model in technical universities: Practical experience from Electric Power University

This study analyzes the process of building and operating an innovation cluster model in a technical university, using Electric Power University as a case study. Based on cluster theory, the Triple Helix model, and open innovation perspectives, the study clarifies how training, research, technology transfer, and entrepreneurship resources are organized into a coordinated system. The findings show that the model consists of internal functional clusters and external linkages with enterprises, government agencies, experts, alumni, and startup support organizations. The model has contributed to transforming innovation activities from fragmented to integrated, market-oriented, and scalable. The study also provides lessons on strategic leadership, functional cluster design, interdisciplinary coordination, mentor network development, and performance evaluation.
