Improving the legal framework on the disclosure and dissemination of internal labor regulations in the context of digital transformation

Abstract

Internal labor regulations are an important legal instrument for workplace management and the maintenance of order and labor discipline. This study analyzes the law governing the disclosure and dissemination of internal labor regulations and its implementation in selected enterprises in Nghe An Province in the context of digital transformation. The findings show that current law does not sufficiently regulate the legal validity of electronic methods, effective employee access, or mechanisms for proving that internal labor regulations have been disseminated. Accordingly, the study proposes recognizing electronic methods, ensuring employees’ ability to access, store, and receive updated regulations, and establishing mechanisms to verify such access, while maintaining appropriate traditional methods.
