Application of artificial intelligence (AI) in digital communication at higher education institutions in Ho Chi Minh City: Opportunities, challenges, and governance recommendations

Abstract

The rapid development of artificial intelligence, particularly generative artificial intelligence (Gen AI), is significantly transforming digital communication at higher education institutions in Ho Chi Minh City. Based on a literature review, this study analyzes the opportunities and challenges associated with AI adoption in university communication activities. The findings show that AI can improve content-production efficiency, automate communication workflows, personalize interactions with learners, and support public-opinion analysis and crisis management. However, its use also creates risks involving misinformation, copyright infringement, personal data leakage, loss of authenticity, and weakened public trust. The study therefore proposes a comprehensive governance framework emphasizing internal AI-use regulations, risk classification, AI competency development for communication staff, human oversight, and multi-layer quality-control mechanisms. These recommendations aim to support responsible, secure, and legally compliant AI adoption in higher education communication.
