Type and sequence of ITS interventions in TOD development by station-area context in Ho Chi Minh City

Abstract

Ho Chi Minh City is implementing transit-oriented development (TOD) under Decision No. 4836/QD-UBND of 2024, while TOD planning and Intelligent Transportation Systems (ITS) remain largely separate. This study compares two contrasting station areas, Ben Thanh and Binh Thai, using six indicators derived from satellite imagery and planning documents. The results show that the sequence of ITS integration differs substantially by context. In the land-constrained compact urban core, ITS represents the main remaining means of increasing transport capacity. In a transitional area fragmented by a 180-meter transport corridor, ITS interventions should precede physical planning. The study proposes a station-area typology based on land availability and urban severance to support more effective integration of ITS with TOD.
