Developing commune-level economic management officials in Hanoi under the two-tier local government model

The two-tier local government model represents one of the most significant organizational reforms of Vietnam’s local administration in recent decades. Within this model, commune-level economic management officials play a decisive role in ensuring effective implementation. This study analyzes the current situation and proposes key solutions for developing commune-level economic management officials in Hanoi. The expanded responsibilities of commune-level authorities require stronger professional competence, modern governance thinking, digital skills, policy implementation capacity, and greater adaptability. The paper recommends improving recruitment and personnel planning, strengthening competency-based training, enhancing digital and economic management skills, reforming performance evaluation, and creating appropriate mechanisms for motivation and accountability. These measures are intended to help Hanoi strengthen grassroots governance while advancing its role as the national political-administrative center and a leading hub for innovation and new development models.
