Policies for developing civil servants in state administrative agencies to meet the requirements of digital government development in Hung Yen Province

Digital government is a key pillar of national digital transformation, with strengthening civil servants’ digital competencies identified as a priority under Politburo Resolution No. 57-NQ/TW. This requirement has become particularly urgent in Hung Yen Province following the implementation of the two-tier local government model from July 1, 2025. Using a qualitative approach based on secondary data, this study systematizes the theoretical foundations and analyzes policies for civil servant development during 2021–2025. The findings show that although the province has established important institutional and digital infrastructure foundations, gaps remain in digital competency frameworks, recruitment, training, talent attraction, and performance evaluation. The study proposes solutions through 2030, including developing position-based digital competency standards, reforming training, improving recruitment and remuneration for digital talent, integrating digital performance into personnel assessment, and strengthening digital working conditions and organizational culture.
