Abstract
Following administrative consolidation, expanded management areas, larger numbers of regulated entities, and greater inter-agency coordination require a more flexible state management model. Based on modern public governance theory, international experience, and practices at the State Bank of Vietnam - Regional Branch 2, this study proposes a governance model independent of administrative boundaries. The model relies on centralized shared data, digital platforms, real-time supervision, and online interaction while supporting remote operations during organizational changes, technical disruptions, natural disasters, epidemics, or other emergencies. The study also proposes an open survey mechanism allowing citizens, enterprises, credit institutions, and government agencies to provide assessments and recommendations. The framework is intended to improve the effectiveness, flexibility, transparency, and service orientation of state management in monetary, banking, and foreign exchange activities.
