Digital transformation in civil servants’ work management at state administrative agencies: Practical issues and solutions

Digital transformation in state administrative agencies extends beyond applying technology to document processing, records management, and online public services. It also requires fundamental changes in management, administration, and public-service performance. This study clarifies the theoretical foundations and practical requirements of digitally managing civil servants’ work and identifies current limitations, including fragmented data, inconsistent task standardization, weak system interoperability, limited responsibility traceability, and continued dependence on manual reports. It emphasizes managing the entire task lifecycle, from assignment and coordination to progress monitoring, output verification, and performance assessment. The study recommends standardizing workflows and outputs, integrating task and personnel data, strengthening information security and accountability, developing suitable digital platforms, and linking work-management data with objective civil servant performance evaluation.
