Land administration in the two-tiered local government model: A case study of Truong Vinh ward, Nghe An province

This study analyzes the current state of land administration in Truong Vinh ward, Nghe An province, following the implementation of a two-tier local government system. Employing both primary and secondary data collection methods, the study processes and analyzes data using Excel, with a SWOT framework applied to examine the transition from decentralized to more centralized management structures. The findings reveal substantial changes in administrative practices driven by digital transformation, including the digitization of land records and enhanced connectivity with national databases, which have contributed to increased local revenue for infrastructure development. Nevertheless, significant challenges persist, notably staff workload pressures, limitations in the newly issued land price framework, and unresolved legacy land disputes. The study provides a comprehensive assessment of the evolving land administration system and its implications for governance efficiency at the local level.
