A roadmap for implementing land value capture in Transit-Oriented Development: The case of Hanoi’s Metro Line 5

Abstract

The development of public transportation in Hanoi, particularly Metro Line 5 (Van Cao–Hoa Lac), has contributed to significant infrastructure improvements and increases in surrounding land values. However, the capture and reinvestment of this value uplift into transport infrastructure remain limited. This study assesses the feasibility of applying the Land Value Capture (LVC) mechanism within a Transit-Oriented Development (TOD) framework for Hanoi, employing a cost–benefit analysis (CBA) approach. The findings indicate considerable potential for LVC as a financing instrument to support urban transport development. The analysis advances understanding of value capture mechanisms and their role in promoting sustainable financing and integrated urban development in rapidly growing cities.
