State management of foreign labor in Ho Chi Minh City amid administrative boundary expansion

This study examines the current state of state management of foreign workers in Ho Chi Minh City in the context of the city’s expanded administrative boundaries under Resolution No. 202/2025/QH15. The study clarifies key theoretical concepts, characteristics, and objectives of managing foreign workers from a legal perspective, providing a framework for assessing existing practices. The analysis highlights institutional and operational dimensions of foreign labor governance and identifies key areas affecting management effectiveness, security and public order, and sustainable economic development in the city.
