Developing administrative human resources for digital transformation and modern public administration in the new era

Abstract
This study examines the impact of digital transformation and modern public administration on administrative human resources, while assessing the current state of this workforce in Vietnam in recent years. The analysis highlights key structural and capacity-related challenges arising from the transition toward a digitally enabled governance model. Drawing on these findings, the study identifies critical requirements for developing administrative human resources capable of meeting the demands of digital transformation and supporting the establishment of a modern, effective governance system in Vietnam’s new development era.
