Perceptions of distributive fairness and public attitudes toward the ban on gasoline-powered vehicles in Hanoi

Abstract

This study employs a generalized ordered logit (gologit2) model to examine how perceptions of distributive fairness among government, businesses, and citizens influence public attitudes toward a policy banning gasoline-powered vehicles. The findings reveal that all three dimensions of perceived fairness exert statistically significant effects and substantially reshape public sentiment. Contrary to theoretical expectations, references to fairness in real-world contexts are associated with a higher likelihood of negative attitudes and a marked decline in positive or neutral responses. This pattern suggests that the public interprets fairness concerns in relation to perceived inadequacies and the burdens of transition costs. Overall, the study offers important insights into the dynamics of public perception in policy acceptance. Keywords:
