Implementing the model of civil servant assessment with KPI at state economic management agencies in Hanoi City

Civil servant assessment can be considered as an important task in the management of civil servants because the results of this assessment are the basis for agencies and units to know the capacity and qualities of each civil servant. And based on the assessment’s results, agencies and units can arrange, employ, train, foster, reward, discipline and implement policies for civil servants. This paper uses the theory of Key Performance Indicator (KPI) in human resource management to find out theoretical and practical issues in the assessment of civil servants in Hanoi. Based on the paper’s findings, a framework is proposed to assess civil servants according to the set of KPI for civil servants at state economic management agencies in Hanoi city. The paper also suggests the assessment method and assesses the feasibility of applying KPI at departments under the Hanoi People's Committee.
