Assessing infrastructure and service capacity for year-round tourism development in Quang Ninh province

Seasonality in tourism presents a significant challenge to sustainable development by contributing to inefficient resource utilization, employment instability, and heightened operational risks for service providers. In Quang Ninh province, tourism demand is highly seasonal, with peak activity concentrated in the summer months and largely driven by beach and island-based products. This study assesses the capacity of infrastructure and services to support year-round tourism development, focusing on transportation systems, accommodation facilities, service provision, and digital infrastructure. The findings indicate that, despite notable strengths, existing infrastructure and services remain constrained by spatial fragmentation between the northern and southern subregions, a lack of robust digital governance, and limited resilience and adaptability of tourism infrastructure to adverse weather conditions. These constraints highlight critical gaps affecting the province’s ability to sustain continuous tourism activity throughout the year.
