Solutions for implementing the intellectual strategy in the next years: analysis from the summary of 15 years of implementation of Resolved No. 27-NQ/TW

Resolution No. 27-NQ/TW dated August 6, 2008 of the Central Committee, (term X), on building a team of intellectuals in the period of accelerating national industrialization and modernization sets the goal of building a strong and high-quality team of intellectuals with reasonable quantity and structure by 2020 to meet the country’s development requirements, and step-by-step progressing to the level of intellectuals of advanced countries. However, after 15 years of implementation, it has experienced gaps in terms of policy and practice. These gaps have hindered the use of intellectuals. This paper is to propose some recommendations and solutions to build a team of intellectuals in the coming time.
