Policy recomendations for the development of human resources in science and technology at universities

Abstract
The human resource quality determines the quality and effectiveness of training and scientific research activities of universities. Universities should focus on improving the quality of human resources for teaching and conducting research activities. This paper presents some policy recomendations about training human resources and attracting high-quality human resources for universities.
