The implementation of commitments on labor and trade unions in the CPTPP and the EVFTA: Current situation and solutions

Abstract
In order to take advantage of market access opportunities under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the EU-Vietnam Free Trade Agreement (EVFTA), Vietnam need to fully implement its commitments on labor and trade unions. Besides the significant progress made, there are limitations to the fulfillment of these commitments such as the existing gap between national labor laws, regulations and international labor standards, as well as the commitments in the two agreements. Based on the analysis and assessment of the actual implementation of commitments on labor and trade unions in the CPTPP and the EVFTA, this paper proposes solutions to ensure the full and proper implementation of Vietnam’s commitments on labor and trade unions in the two agreements.
