In the context of the market economy development and state administrative management reform, the state does not only organize and govern society by legal institutions but also provide public services to satisfy the essential needs of people. It is necessary for the state to innovate and define more clearly the roles and functions of the state apparatus in general, and the roles and responsibilities of the public service provision in particular to improve the quality and effectiveness of public services, better satisfying the increasing needs of people, achieving the goals of sustainable socio-economic development and building a stronger state.
