Enhancing the competitiveness of school meal service enterprises under Ho Chi Minh City’s two-tier government model

Abstract

The adoption of the two-tier urban government model in Ho Chi Minh City has created a new governance landscape that directly impacts the competitiveness of school meal service enterprises. This study employs a qualitative approach and a case analysis of Dai Han Kim Vietnam Co., Ltd., utilizing Porter’s and SWOT frameworks to identify key factors influencing enterprise performance. The findings reveal that while enterprises demonstrate strengths in quality control and supply chain management, they face limitations in digital transformation and communication capabilities. Based on these insights, the study proposes the “3T + 3C” strategic model as a comprehensive framework to enhance competitiveness, improve transparency, and support sustainable development in the school meal service sector.
