Community participation in managing model new rural villages: Evidence from a survey in Quang Nam Province

Abstract
This study examines the role of community participation in managing model rural villages in Quang Nam province, based on field surveys conducted across three districts representing distinct geographical regions: Dong Giang, Tien Phuoc, and Duy Xuyen. Drawing on 690 survey responses, divided between local residents and village/community management officials, the study assesses community involvement in managing infrastructure, the environment, the economy, socio-cultural activities, and security. The survey, conducted from November 2024 to March 2025, reveals that the community not only executes tasks but also acts as a supervisor, critic, and co-creator in various management activities. However, participation remains somewhat superficial in certain areas, especially in mountainous regions. The study concludes with recommendations to strengthen legal frameworks, build capacity, and enhance community motivation, aiming to advance sustainable and inclusive rural development.
