Discussing the autonomy of public service units from the practice of university autonomy

Vietnam’s socialist-oriented market economy has grown and deeply integrated into the world economy, creating favorable conditions for the development of public service units. It poses the need for having appropriate mechanisms and policies to develop and allow manaement of public units to be autonomous in some aspects, such as human resources, finance, international cooperation, scientific research, etc. This study clarified the urgent and objective requirements of autonomy at public universities. Based on the study’s findings, some solutions were proposed to improve the university's autonomy in the coming time.
