Regulations on the right to file an administrative lawsuit at the court after the second decision of complaint resolution

Complaints are one of the basic rights of citizens. People can make complaints to competent state agencies about illegal acts of state agencies. If the complainant does not agree with the second decision resolving the complaint, he or she has the right to file an administrative lawsuit at the court according to the Law on Administrative Procedures. This paper analyzes issues related to the legal provisions on the right to initiate an administrative lawsuit after the second complaint resolution decision and examines their implementation in practice. Based on the findings, several recommendations are proposed to improve the effectiveness of these legal provisions.
