Issues Rising in the Implementation of University Autonomy Mechanism and Solutions for Vietnamese Universities

Abstract

Currently, the higher education sector of many countries around the world has experienced a shift from a state-controlled model to a state-supervised model with a higher degree of autonomy to create conditions for higher education institutions to operate effectively. Based on Vietnam’s current regulations and the practical autonomy implementation of Vietnamese universities, this paper points out some difficulties and obstacles facing higher education institutions. Based on the paper’s findings, some solutions are proposed to help Vietnamese universities resolve problems and implement autonomy in a substantive and effective manner.
