Abstract
Managing state budget expenditures is a critical concern for both policymakers and researchers.
The Law on State Budget was approved by the 9th session of the National Assembly on June 25th,
2015, and it took effect in 2018. This law aims to reach the goal of the 2013 Constitution which is
the improvement of state budget management to keep up with the country’s socio-economic
development. In light of this, it is necessary to find out solutions to enhance the management of
state budget expenditures of Vietnam in general and Thanh Hoa city, Thanh Hoa province in
particular. This paper assesses the current state budget expenditure management of Thanh Hoa city
and proposes some solutions to strengthen the city’s management in the coming time.
