Ngoc Lac is a district in the western mountainous area of Thanh Hoa province, characterized by rich natural beauty and unique cultural heritage. This makes it an ideal location for various types of tourism, including community tourism, cultural tourism, eco-tourism, and leisure tourism. This research employs the SWOT method to evaluate the strengths, weaknesses, opportunities, and challenges associated with the tourism development of Ngoc Lac district. The study's fndings highlight several advantages, such as abundant natural tourism resources (caves, rivers, lakes, wildlife), cultural assets (historical sites, festivals, customs, and ethnic cultural values), supportive policy guidelines, market trends, and strong connectivity. However, the district also faces signifcant challenges, including the loss of ethnic cultural values, low labor qualifcations, inadequate infrastructure and technical facilities, and competitive pressures.
