The University Autonomy Mechanism and Practical Issues Arising During the Implementation of This Mechanism at Public Universities Under the Ministry of Industry and Trade

After nearly 10 years of piloting the autonomy mechanism according to Resolution 77/2014/NQ-CP dated October 24, 2014 of the Government and more than 5 years of implementing the university autonomy mechanism in accordance with Law No. 34/2018 /QH14, it shows that the university autonomy mechanism has helped public universities under the Ministry of Industry and Trade proactively manage and effectively use financial resources to improve the quality of training and scientific research. However, the implementation of university autonomy still faces difficulties and obstacles, from mechanisms to policies. This study focused on evaluating the university autonomy mechanism implemented by public universities under the Ministry of Industry and Trade. Based on the study’s findings, some solutions were proposed to improve the effectiveness of implementing the university autonomy mechanism in Vietnam.
