Revenue Management of Public Universities Applying the Financial Autonomy Mechanism: International Experiences and Lessons Learned for Vietnam

In the current context of globalization and integration, higher education is of special interest to many countries. When state budget revenue is still limited to meet the requirements of the development process, financial autonomy is an inevitable way for public universities to resolve financial constraints. To apply the financial autonomy mechanism, it is necessary for public universities to exploit and manage the revenue sources of public universities. In 2015, the government issued Decree No.16/2015/ND-CP regulating the autonomy mechanism of public service units, including public universities. Based on the financial autonomy of public universities, this paper analyzed the experience of some foreign public universities in revenue management to draw lessonsfor Vietnamese public universities.
