Abstract
The state budget is one of the important funding sources for the operation of higher education institutions. The state budget allocation mechanism is not simply a way to transfer financial resources to higher education institutions; it is also considered an effective tool for state management agencies to ensure that higher education institutions operate in accordance with the goals desired by the government. This paper introduced some state budget allocation mechanisms for higher education institutions, analyzed the advantages and limitations of these mechanisms, and made some recommendations.
