Enhancing the effectiveness of social housing development policies to promote economic growth and ensure social equity

The legal framework for social housing in Vietnam has been largely established, featuring significant innovations aimed at promoting the development of social housing, particularly through preferential support policies. These measures have contributed to addressing the urgent housing needs of social policy beneficiaries and low-income urban residents. This study evaluates the effectiveness of these policies, focusing on the implementation of the national project “Investing in the Construction of at Least One Million Social Housing Units.” It also identifies key limitations that have led to delays in project construction, sales, and handovers, and proposes recommendations to enhance the efficiency and timeliness of social housing initiatives.
