Abstract
This study evaluates the key factors influencing the development of green tourism programs among travel agencies in Hanoi. A survey was conducted with 79 operators and sellers from 35 travel agencies, and the collected data were statistically analyzed to assess the impact of five factors: green human resources, green marketing, green supply chain, green tourism program costs, and green consumption trends. The findings reveal that green human resources play the
most critical role in shaping the development of green tourism programs. These insights highlight the importance of human resource management in the sustainable growth of tourism businesses, providing strategic guidance for travel agencies in enhancing their green initiatives.
