Regulating the private tutoring market: Lessons from South Korea and policy recommendations for Vietnam

Abstract

This study explores South Korea's regulatory approach to the private tutoring market, analyzing key policies that govern this sector. By comparing South Korea's experience with Vietnam’s rapidly expanding private tutoring industry, the study highlights shared challenges, such as educational inequality and access disparities. Based on this analysis, the study proposes policy recommendations for Vietnam, including strengthening the legal framework, enhancing oversight mechanisms, promoting EdTech solutions, reducing exam-driven pressure, and fostering greater educational equity. The findings suggest that adapting South Korea’s lessons to Vietnam’s context could contribute to a more transparent, sustainable, and inclusive private tutoring market.
