Vietnam’s policies for attracting, utilizing, and remunerating talented people - current situation and solutions

Abstract
At each stage of Vietnam's development, the Communist Party of Vietnam (CPV) and the Government of Vietnam always pay attention to attracting and treating talented people. By researching secondary documents, analyzing, and comparing policies, this paper presented a summary of policies for attracting, utilizing, and remunerating talented people from feudal times until now in Vietnam. The paper also proposed some solutions to help Vietnamese state agencies consult, build, promulgate, and effectively implement policies to attract and treat talented people in the coming time.
