The Current Access of Domestic Medical Equipment Manufacturers to Investment and Business Support Policies in Vietnam

This paper presented some results of the cross-sectional study entitled "Assessing the current research, development, and production of domestic medical equipment and solutions" conducted by the Institute of Health Strategy and Policy. This study reviewed and analyzed legal documents and opinions collected through surveying 67 medical equipment manufacturing enterprises. The study’s results show that medical equipment production is one of the fields encouraged by the Vietnamese government to attract investment, so the state has introduced many support policies, including the Law on Investment (Law No. 61/2020/QH14). However, only 44.8% of surveyed medical equipment manufacturing companies received at least one tax support. In addition, there are still some policy gaps, such as inconsistent VAT policies, no mechanism to prioritize the use of domestically produced goods, and no priority regulations on handling licensing procedures for domestic medical equipment manufacturers.
