Removing the People's Council at ward level - a solution for the urban governance model development of Thanh Hoa city

In order to improve the quality and the performance of state management units in localities, it is necessary to have a specific governance model for urban areas. Thanh Hoa city aims to become a smart, civilized and modern city. However, the city will face difficulties in achieving this goal without an appropriate urban governance model. The city will have to reduce its management levels, specifically removing the People's Council at ward level. This reduction is to reorganize the city's governance model, helping the city eliminate overlapping and duplication of functions and taks at each local government level, and esuring the consistency and smoothness of the city's state administrative system. This study is to analyze the removal of the People's Council at ward level in Thanh Hoa city's governance model.
