Legal framework and practice of citizen-proposed audits: Experience from South Korea and implications for Vietnam

Abstract
This study analyzes the legal framework governing citizen-proposed audit mechanisms, highlighting their role in enhancing transparency, accountability, and anti-corruption in public governance. This mechanism allows citizens to directly propose audit topics, contributing to the detection of violations and inefficiencies while strengthening public trust in state audit institutions. Internationally, several countries have implemented such mechanisms, with South Korea as a leading example. Based on South Korea’s experience, the study proposes policy implications to improve the legal framework and implementation of citizen-proposed audits in Vietnam.
