Improving regulations on the organization and operation of data exchanges in Vietnam

Abstract
This study analyzes the concept and role of data exchanges in transforming data into a production factor in the digital economy. Despite initial legal recognition under the 2024 Data Law, regulatory frameworks for data exchanges in Vietnam remain incomplete. The study identifies key legal issues, including organizational models, operational standards, data rights management, and personal data protection. Based on comparative analysis with international practices, the study proposes recommendations to improve the legal framework governing data exchanges.
